Paving Counts Against Open Space. A Pool Does Not.

Norwood’s single-residence districts allow 25 percent lot coverage and require 25 percent open space. Coverage counts structures only. Open space is where hard surface matters: paving reduces it, unless the paved area is for recreation, and a swimming pool does not reduce it at all.

So on a tight lot, a larger driveway and a larger patio both draw on the same allowance. We total up what is paved now before proposing more.

Pool Setbacks and a Five-Foot Fence

A pool has to sit at least 7.5 feet from the side and rear lot lines and 30 feet from any street line. Norwood requires a fence or wall at least five feet tall around every outdoor pool, with gates that close and latch themselves.

The Building Department asks for a building permit for any pool two feet deep or more, a wiring permit and a certified plot plan. Applications are filed through the town’s online portal.

Three Bands Beside a Wetland

Norwood’s wetlands regulations, revised in 2025, divide the buffer in three. The first 25 feet stays undisturbed. From 25 to 50 feet is a No Build Area, where porches, decks and sheds are not allowed and driveways and landscaping are at the Commission’s discretion. Out to 100 feet, no more than half the tree cover may be removed.

A large share of the Fowl Meadow wetlands lies in Norwood, along with the Neponset and its brooks. The Conservation Commission can tell you whether your lot is affected.

Stormwater Review Starts at 5,000 Square Feet

Since spring 2025, a project that disturbs between 5,000 square feet and half an acre gets an administrative stormwater review from the Engineering Department, and anything larger needs a Land Disturbance Permit.

A driveway replacement on its own is well under that. A full backyard rebuild with a pool, patio and regrading can cross it, so we measure the disturbed area early.
